<p><strong>RAPPORTEUR’S REPORT</strong> In regard to ICSSR-ERC Sponsored International Webinar on “Impact of Covid 19 on Informal and Migrant Workers” Date: 20th September, 2020 Organised by Department of Economics and Commerce Naba Ballygunge Mahavidyalaya (Under Graduate & Post Graduate College) 27E, Bosepukur Road, Kasba, Kolkata-700042 Phone: 033-24411710 Email: nbmv2005@yahoo.co.in Website: www.nbmahavidyalaya.in ICSSR-ERC Sponsored International Webinar on “Impact of Covid 19 on Informal and Migrant Workers” Started at 10.30 A.M. on 20th September, 2020. The Welcome Address was delivered by Dr. Sukamal Datta, Principal, Naba Ballygunge Mahavidyalaya, Kolkata. In his Welcome Address he first of all welcomed all the distinguished guests in the virtual dais, all the participants and all the paper writers for the webinar organized by the Departments of Economics and Commerce of Naba Ballygunge Mahavidyalaya on the Zoom virtual platform. Dr. Datta pointed out that the impact of Covid 19 could be seen anywhere in the world now and that is also prominent in the academic world also where the seminars are being replaced by the webinars where the academicians and the scholars meet in virtual platform for the exchange of knowledge. Dr. Datta said that on 24 March 2020, the Government of India under Prime Minister Mr. Narendra Modi ordered a nationwide lockdown for 21 days, limiting movement of the entire 1.3 billion population of India as a preventive measure against the COVID-19 pandemic in India. This lockdown, though inevitable, affected the most vulnerable working class of India i.e. the informal and migrant workers who are neither economically nor politically strong. They became jobless, homeless and compelled to travel long roads by foot as there was no transportation available. The help from the central and the state governments came after some delay leading to loss of lives and enormous sufferings. India rolled out an Rs.1.7 trillion relief package, amounting to about 1% of its gross domestic product towards them. He expressed hope that the webinar will try to throw light on this issue so that no pandemic can ruin them in future. He also added that the webinar, in its attempt to provide a platform for the researchers to put forward their views in this matter, would host two technical sessions for paper presentation. After that Professor Siddhartha S. Saha, Professor & Dean, Faculty Council of Commerce, Social Welfare & Business Management, University of Calcutta inaugurated the webinar and gave his speech to the audience. After that Professor ABM Rashedul Hassan, Hon’ble Vice-Chancellor, EXIM Bank Agricultural University, Bangladesh, Special Guest of Honour of the webinar presented his keynote address to the virtual audience. After his address Dr. Sukamal Datta inaugurated the 5th and 6th combined issue of the “The Way” the journal of the Department of Commerce before the audience.The inauguration session of the webinar ends here. In the 1st Plenary Session, Dr. Arup Mitra, Professor & Dean (FE), South Asian University, New Delhi addressed the participants of the webinar. He discussed on the various aspects of economic implications of the lockdown imposed by the government of India under the compulsion of Covid 19 outbreak. Dr. Biswajit Mandal, Associate Professor, Department of Economics & Politics, Visva-Bharati University, West Bengal put forward his thoughtful views in the 2nd Special plenary Session. All the speakers o0f the webinar were very much concerned about the miserable conditions of the informal and migrant workforce across the globe who lost their lives and livelihood because of the outbreak of the pandemic. Dr. Sandeep Poddar, Senior Research Director & Executive Editor Publications, Lincoln University College, Kuala Lumpur, Malaysia addressed the audience in the 3rd Special Plenary Session. Dr. Pranam Dhar, Associate Professor & Former Head, Department of Commerce & Management, West Bengal State University, West Bengal presented his views before the audience in the 4th Special Plenary Session. After that Dr. Tamal Taru Ray, Associate Professor, Department of Commerce, Naba Ballygunge Mahavidyalaya, gave formal vote of thanks to the Hon’ble speakers and the audience on behalf of the Webinar organising committee. 1 st Technical Session(12.00 PM- 1.30 PM) At 12.30 P.M. The 1st Technical Session started with Professor Siddhartha S. Saha Professor & Dean, Faculty Council of Commerce, Social Welfare & Business Management, University of Calcutta as the Chairperson and Prof. Debisree Chatterjee Naba Ballygunge Mahavidyalaya, as Rapporteur. 1 st Technical Session was based on the sub theme of the webinar: Impact of Covid 19 on the Industrial Migrant Workers. There were 20 papers for this session of which 18 papers were presented. Asit Kumar Shit, Assistant professor in Commerce Charuchandra College, Kolkata presented his paper titled “Challenges faced by Migrant Workers in India during Covid-19 and Government Initiatives” and expressed his views on The Migrant workers faced different stage-wise challenges, like in current place of residence, in transit and in destination during Covid -19 and Lockdown. Biplab Nandy & Dr. (CMA) Tamal Taru Roy presented their paper entitled” A comparative study of different economies- impact of Covid 19 on industrial migrant workers” and expressed that Heterogeneity in availability of job opportunities within state, forced families to migrate to other States in search of better livelihood. Government of India’s responsiveness to the crisis is commendable; however like other citizen, migrant labour was not prepared for lockdown for an extended period. Migrant informal labour that helped India to build US$ 2.9 trillion was in a poor state of social security. This calls for much waited reforms in Indian labour sector. Debasish Biswas, Assistant Prof In Commerce, Ramnagar College presented his paper on “Impact of Lockdown on Informal Sector In India: A Study” after that. Dr Tamal Taru Roy. Associate Professor, Commerce Dept & Debi Prasad Lahiri.Associate Professor, Economics Dept, Naba Ballygunge Mahavidyalaya highlighted the issues of informal workforce of India in their paper “Impact of Covid 19 on the Informal Workforce in India” and stated that The formal sector can follow the health guidelines and can adopt with the new normal framework with ease and can even work from the safety of their homes. But these simple health guidelines are very difficult to follow for the informal workforce for whom staying in the safety of homes literally means losing the safety of regular earnings. Dr. Anish Kumar Dan, Assistant Professor, Bangabasi College Dr. Sayanti Sen, State Aided College Teacher, Bangabasi College prepared their paper titled” Socio-economic and Psychological Effect of COVID-19 Pandemic on Migrant Workers: A Case Study of Few Workers from Baranagar PS Area” based on primary data collected and analysed by them. Dr. Sujoy Kanti Ghoshal expressed concern for migrant workers has been moving forward from the last few months across the world due to the current pandemic COVID-19 where no exception in India in his paper “Socio-Economic Wellbeing of Migrant Workers during the COVID-19 in India”. Dr.Anupam Karmakar, Assistant Professor of Commerce, New Alipore College presented his paper titled “A Study Of The Impact Of Covid-19 On Industrial Migrant Workers “ and expressed concern over the factors responsible for migration of workers in India and its consequences. Mr. Gaikwad Deepak Devendra, Assistant Professor: MBA (Marketing), Rajarshi Shahu Institute of Management, Aurangabad presented his paper on”Impart of Migrant Worker on Industries and Retention Strategy for Manpower Workers”. Jayasree Das, MBA student at Pondicherry University; Bishnupada Dey, SACT at Harimohan Ghose College jointly presented a paper titled “Impact of Covid 19 on Informal and Migrant Garment Workers” and expressed concern about the miserable state of the migrant labourers in India. Kumari Rajni &Kamal Kishore jointly presented their paper on “Covid-19 and its Impact on Industrial Migrant Workers”. M.Sudha, B.Com Accounting & Finance Department Of Commerce, Sri Krishna Adithya College Of Arts And Science, Coimbatore, Tamilnadu presented an interesting paper on “Covid 19 and Migrant Workers: Clinical Psychological Viewpoint” and stated that boundless episode of corona virus ailment has expanded the mental trouble as the abrupt lockdown left a large number of laborers abandoned without food and sanctuary bringing about apparent danger of separation, disgrace and demise/injury. There are significantly higher odds of self destruction. Mr. P BalaMuralidhar, Assistant Professor.Dept. of Commerce (UG&PG). Prabhat Kumar College.Contai.W.B. presented his paper on “Role of Indian Railways in transporting migrant workers during Covid-19 pandemic” after that. Ranajit Kumar Goswami presented his paper on “Covid-19 induced plight of Migrant Workers in Formal and Non-Formal Industrial Sectors in India”. Rapti Deb, State Aided College Teacher (SACT) &Dr. Anindita Basu (Chowdhury), Associate Prof. of Economics, Panihati Mahavidyalaya jointly presented their paper titled “ Lockdown and India’s Inter-state Migrants: Past Stories and Present Challenges”. Rishav Sarkar,M.Com Student of 2019, NabaBallygungeMahavidyalaya &Dr. Kushal De,Assistant Professor of Commerce, Dhruba Chand Halder College presented their paper on “Impact of Covid 19 on Industrial Migrant Workers: An Empirical Study” after that. Sabina Lucky, Ph.D. Research Scholar, Department of English,Aligarh Muslim university presented her paper on “Informal and Migrants Workers in South Asia: The Impact and Implications of COVID-19”. Samuel S Mitra, Staff & Researcher in Commerce;Dr. Samrat Roy, Assistant Professor in Economics, Department of Commerce (Morning) & Joseph K. -Principal of Department of Commerce (Morning), Assistant Director of Library and Research Scholar in Commerce, St. Xavier’s College (Autonomous), Kolkata presented their paper on “Socio-Economic impact of Covid-19 on industrial migrant workers: A study in India”. 2 nd Technical Session(1.30 PM-2.30 PM) Chairperson for this session was Dr. Pranam Dhar, Associate Professor & Former Head, Department of Commerce & Management, West Bengal State University, West Bengal and Rapporteur was Prof. Sana Tahseen, Naba Ballygunge Mahavidyalaya, Priyanka Banik presented her paper titled “Impact of Covid19 on Informal and Migrant Workers” which was secondary Data Study. Concluded that the pandemic and lockdown adversely affected the migrant workers to a great extent. Proper relief measures were made from the government. Rituparna Sen presented paper on “Covid-19 and its impact on Agribusiness related migrant workers” which was secondary Data Study. Study concluded that women migrant workers are having vulnerabilities regarding their security. Sayantani Manna & Sucheta Sarkar presented their paper on “Impact of Covid-19 on industrial migrant workers” which was secondary Data Study. The study concluded that migrant workers are affected physically, mentally, and emotionally due to the pandemic. Shubhra Nath & Dr. Swapan Kumar Dutta jointly presented their paper on “Impact of Covid-19 on Informal Migrant Workers with Special Reference to India” which was Documentary Kolkata. The sub theme for this session was Impact of Covid 19 on Agri business related Migrant Workers. A total of 17 papers were presented in this session. Avirup Dey & Sharmistha Mallick presented their paper on “Covid 19 Endangers the Lives of Migrant Workers and the Indian Economy” for which Nature of the data is secondary. The effect of covid 19 pandemic is not much in the way of the migrant workers returning home, but also their income is reduced. Bisakha Shome presented her paper on “The Impact of COVID – 19 on India’s Agribusiness Migrant Workers” which was Secondary data study. Agriculture construction depends large on the migrant workers and some positive policy intervention in this respect is needed to improve the situation. Dr. Arup Kumar Sarkar presented a paper on “Migration and the Impact of Covid-19 on Migrant Workers in India” which was Secondary data study. Number of migrants is much than the population growth. So, policies needed to support the small and marginal farmers, wage labourers and migrant workers. Dr. Kuntal Chakrabartty & Samik Banerjee’s paper on “The effect of COVID -19 Lockdown on Rural Informal Manufacturing Sector-A Case study on Nadia, West Bengal” was Primary Data Study. The production has skipped down to a very grave extent which greatly adversely impacted the study area. Dr. Kuntal Chakrabartty & Dhrubajyoti Pradhan wrote a paper on “COVID-19 Lockdown Effect on Monthly Seasonal Income of Seasonal Agriculture Labour '- A Case Study on Paschim Medinipur District, West Bengal”. The study tried to show the income and unemployment status both pre and post-lockdown in the study area.Primary Data Study. Income and expenditures differed greatly due to seasonal fluctuation. Dr Niraj Kumar, Shreyashi Kundu & Rudra Avishek Singh presented their paper on “COVID 19: Impact on Internal Migrant workers in India” which was Secondary data study on textile industry, mainly by the NGOs. Concluded that most of the women workers are undervalued and underpaid. Covid-19 adverselu impacted on the socio-economic development of women migrant workers. Different impact was discussed in the paper. Dr. Santanu Chakraborty presented his paper on “Covid-19 Pandemic & Migrant Worker: Club in Safety Net”. The study talks of a new concept of Safety Club. Club formation to engage the floating surplus is a unique model in economic sense for alternative income strategies. Ekbal Hossain presented his paper on “Impact of Covid-19 on Informal and Migrant Workers” which was basically secondary Data study. Analysis. Some measures needed to overcome the adverse impact on informal migrant workers including social security programs. Sourav Das & Sumit Gupta jointly presented their paper on” Pandemic to Panacea: Exploring Problems, Possibilities, Policies and Prospects for Protecting Migrant Workers” which was Secondary Data Study. The study suggested identification, segregation and rehabilitation of the migrant workers with some good examples. Sovik Mukherjee presented a paper on “Social Inclusiveness Amid the Pandemic and Position of Migrants : Focus on West Bengal” which was Secondary Data Study. Interpolation is done. Prediction is done about the projected inclusiveness by GoWB. Srijit Seal & Bishnu Pada Dey presented a paper on” A comparative study of impact of COVID19 on Agribusiness, Migrant workers involved in agriculture” which was Secondary Data Study. Comparative Study between who want to stay and who want to move back. Concluded with the some policy initiatives. Sruthi.S presented a paper on” Mental Health of Migrants during Covid-19 Pandemic in India” which dealt with Psycho-social issues related secondary data study. Suggested some measures for the improvement. Swagata Bhattacharya presented a paper on” Covid 19 and The Migrant Workers” which was Primary Data Study. Concluded that literacy towards the schemes is very much needed. Valedictory Session (2.30 PM-3.00 PM) In this session special valedictory addresses were given by CMA Manas kumar Thakur Former President, Institute of Cost Accountants of India; Dr. Jnanendra Narayan Sengupta FIARA Director, Gurukul Edutech, Kolkata (Affiliated to Tata Institute of Social Science) and Dr. Susanta Poddar, General Manager, Aditya Birla Group, Mumbai. Best Paper Award Announcement( 3.00 PM-3.05 PM) Dr. Sukamal Datta announced the names of three paper presenters as best paper presenters for the two Technical sessions. The names are: 1. Dr. Anish Kumar Dan, Dr. Sayanti Sen 2. Dr. Santanu Chakraborty 3. Swagata Bhattacharya Formal Vote of Thanks (3.05 PM- 3.10 PM): At the end of the Webinar Prof. Debiprasad Lahiri, Associate Professor & HoD, Department of Economics, Naba Ballygunge Mahavidyalaya gave the formal vote of thanks to all the dignitaries present in the webinar, the paper presenters and all the participants on behalf of the organising committee.</p>
